How the market works

Treat halal certification-body registration, meat-establishment approval and food-registration checks as distinct requirements. Dubai Municipality provides food registration and label evaluation for Dubai; confirm the current process with the competent authority. Any onward shipment must independently satisfy its destination requirements.

Preparing your first shipment

Provide specifications, ingredients, artwork and certification evidence to the importer early. Confirm applicable registration, language requirements and product-specific transport limits. Ask the responsible authority how proposed changes affect approval; do not assume every change requires full re-registration.

  • Confirm current MoIAT registration and scope, plus relevant MOCCAE establishment eligibility
  • Freeze the specification before artwork submission
  • Clarify whether stock will be re-exported and to which markets
  • Agree temperature-monitoring evidence for each consignment

Certification recognition

  • MoIAT-registered halal certification bodies

MoIAT registration requires accepted accreditation and scope. Check the live register for current status, expiry and applicable food or slaughterhouse scope; accreditation alone does not establish recognition.

  • MOCCAE slaughterhouse approval

For meat and poultry, check MOCCAE foreign-slaughterhouse approval for the relevant country, facility and meat type, separately from halal certification. The linked MOCCAE pages were access-restricted during this check; verify live requirements directly.

  • Product registration

Dubai Municipality describes food registration and label evaluation before import and market offering in Dubai. Confirm the current system and treatment of products, variants or SKUs with the importer; do not assume one process applies everywhere.

Documentation checklist

  • Required halal certificate from a currently MoIAT-registered body with applicable scope
  • Health / veterinary certificate where required for the product from the origin competent authority
  • Commercial invoice and packing list matching the certificate
  • Certificate of origin
  • Bill of lading or air waybill
  • Applicable food-registration references and current destination-emirate clearance checklist

Labelling expectations

  • Confirm required languages and particulars under the applicable UAE / Gulf standard; the reviewed sources do not establish a universal Arabic / English bilingual rule
  • Production and expiry dates with the required date format
  • Storage temperature and preparation instructions
  • Country of origin and manufacturer details
  • Nutrition and allergen declarations for retail packs

Category notes

Poultry

Confirm relevant MOCCAE establishment approval, halal certification, product-specific remaining shelf life and transport conditions. Maintain required temperature records; the reviewed sources do not establish a universal frozen-temperature limit.

Frozen / Ready Meals

Confirm which foods and variants require registration. Ingredient, composition or label changes may affect approval; ask whether an amendment, resubmission or new registration is needed before import or sale.

Where shipments commonly stall

  • Artwork or ingredient changes not checked for registration implications
  • Free-zone storage assumptions that do not hold for onward Saudi entry
  • Chilled air freight arriving with insufficient remaining shelf life
  • Certificates covering the brand owner rather than the producing plant
